100V across immersion - no hot water

Immersion cable connects to an isolating switch in the airing cupboard, the feed for this is chased down a wall to 'somewhere'.

I turn the switch off (open) and measure 100V across the L & N, at the same time I measure 230V between L and E and 150 between N & E.

My thoughts, if this circuit was all correct would be that I should read 230V across L and N with an open circuit and should read 0V between N & E. I don't understand why I am getting either of these readings L/N or N/E as they don't make sense unless maybe there is an earth fault (but just dont know!!!).
