110 volt vs rcd breaker

I know you are not allowed on site with 240 volt tools, however can anyone explain why a plug in rcd powerbreaker would not give you the same protection.
My reasoning is if cable was cut would not the rcd trip out giving you protection from shock. :?
 
with 240v you get a 240v to earth shock, with a 100v transformer you get 55 phase to earth or 110 phase-phase

with mains supply, the neutral is earthed meaning it is at the same potential as ground/earth so you dont get a shock from touchin it. live is 240v so live to ground (or neutral) is a 240v shock. 110v transformers are centre tapped to earth. between the two phase (live) cables there is 110v, however because it is centre tapped, it is 55v phase to ground. a voltage below 50v will give you a shock but shouldnt kill you (unless you have heart problems etc)
