North America has some really odd systems including a delta supply with one winding centre tapped. It is no good guessing. We can so easy give wrong advice. This part of the forum is for "UK" there is another section for non UK.

Not an official source, and it certainly contains a few "technical inexactitudes," but the following page does suggest that both the 110/220V 3-wire system and the straight 220V 2-wire system with one side grounded are in use in the Philippines, depending upon the area:
