Had my old central heating programer for a few years now and when heating is on the hot water is on, is it possible to buy a programer that heats hot water and central heating independantly.

It may not be the programmer which is causing this.

If you have a system with pumped heating and gravity hot water, you will get heating and hot water on at the same time in the winter; in the summer you will get hot water only.

You can check if you have such a system by counting how many water pipes connect to the boiler. If there are only two, you have a fully pumped system. But if there are three or four you have a pumped/gravity system.

If you have a pumped/gravity system you can either convert it to a fully pumped system or you can change it to a 'C plan' system (slightly cheaper). Either of these will allow you to have separate timing of heating and hot water.
 
Plenty 2-channel controllers out there but you will need a method of "telling" the system which service its on. This usually involves a 3port or a pair of 2port zone valves to act as diverters.
