I think you need to tread carefully with this before you commit to buying the 2 properties.
The council have given you the correct advice - it is a change of use and the requirements are the same as for converting a house into flats. The council is not being pedantic.
Thermal upgrade will be one nasty thing to deal with. Fire safety will also kick in, how many stories will the house be when converted?

Thanks, yes we are looking to get a survey listing everything required, the house will remain 2 stories when complete. We need to find out if this is financially viable. The vender has the option of selling as 2 flats but would prefer it was converted back to a house, how much they will be willing to drop in price will be the deciding factor but we need to have an idea of cost first.
