2 Gang 2 Way help please

hi, im in need of a bit of help here this has been bugging me for a while as i know orginally it worked properlly but somewhere along the lines something has gone wrong

my problem:
i have a light at the top of the stairs and one at the bottom, the light at the bottom is controlled by a 2 gang 2 way switch which controls the light at the bottom on 1 switch and the landing light on the other,
the switch at the top is 1 gang 2 way

now the problem is i cannot get the 2 way switching to work properly the bottom light works fine not a problem but curently the 2 way switching doesnt so i can flip the switch at the bottom to turn it on and turn it off at the top but if i turned it off at the top cannot turn in on from the bottom untill the light is switched on again from the top

now ive read and read and tried and tried to no avail ive read the references pages which have givin me the basic knowledge of how it *should* work but as i didnt wire the house i cannot figure it out

Are the upstairs lights and downstairs lights on separate circuits? I can see how it was probably done originally but if they are on separate circuits there will be a shared neutral.
 
im not sure but i just checked the breaker and the 1 breaker turns all the lights out so am i correct in thinking that this means there all on same circuit
 
If you only have the one lighting circuit for the whole premises then it will be fine -
In the downstairs 2 gang switch the link from the L2 for the bottom light switch needs to connect to the COM (LHS in your pic) for the upstairs switch. The other two wires for the upstairs light need to connect into L1 and L2 (LHS ones) for the upstairs switch respectively.
In the upstairs switch the two wires from the downstairs switch need to connect to L1 and L2 respectively. The wire going upto the lamp connects to COM.
