I have two lights controlled by 2 switches, one at the top and bottom of the stairs that my renters constantly leave on. Is it possible to put a motion sensing light switch at each location? If so, how??

This is a UK forum - we cannot advise you on what is available or allowed in Canada, particularly if you are the landlord of rented accommodation - it is quite likely that you are required by law to use a qualified electrician.

Try posting this on the Electrics Outside the UK forum.
 
Have a look at one of the X10 sites such as www.smarthome.com using eagle eye detectors and a bayonet/screw unit you could achieve what you want without touching any of the wiring.
