2 problem rads

2 Rads with 1 feed back to back lounge/other side hallway do not work well. Hallway takes 30 mins to start getting a good temp and lounge is still cold. Both flow pipes hot and just inside radiators after valve hot. balanced, bled, put cleaner increased pump speed still no improvement. Only way to get them both to work is to close all other rads (13 in total system) and even then the lounge rad gets slightly hot. To get lounge rad hot all must be closed. System less than 5 years old with most new pipework except this section is old pipes coming up from floor.picture shows return side of lounge rad. Return of hallwway rad comes through the wall and into floor with lounge radiator joining into it. Same with flow side. Is it a blockage? Also is it possible this part of system is only a 1 pipe system and would that effect its performance?

What makes you think it’s part a 1 pipe system? Seems blockage, balancing or possibly system under rated, eg boiler and or pump output size.
 
Boiler is 35kw 13 rads 3 are towel rads. Pipework is old and comes and goes into floor so i cant see 2 pipes and dont know whats under the floor.
I have previously removed the radiator and drained the system from both valves flow seemed ok.
 
Drained, mains flushed pipework both sides one through radiator. Still same.

Balanced system increased pump to max. Slightly better but not as it should be. pump is upm3 intergrated 7m max head.
That run of pipework that feeds those rads is 22mm into loft from garage then back down quite a long run . Wondering if anyone knows if those intergrated pumps are replaceable with a more powerful one ofr adding a second pump onto sealed system is possible?
