As you rightly point out "storeys" and "floors" are different things.
So a building (or entrance level for example) could be one floor but be two, or more, storeys high.
Because the PD rules reference "storeys" the number of floors is irrelevant.
In your cheat - you would have a single floor, 5 storey (though you could argue 3 or 4 storey) building. I dont think that the height of a storey is specifically described anywhere, but others may know otherwise.
