2001 1.8 duratec mondeo overcooling

the temp guage does not remain constant when warmed up the revs go up to compensate and heater temp goes up and down,it seems that it is overcooling,the fan has never come on as the car never gets hot enough
symtoms are as follows ;
car takes ages to warm up and then only whilst in traffic
when driving along the temp guage fall almost to zero
the heater never has a chance to warm up
never gets hot enough for engine fans to come on
any ideas on this please?
this is a 2001 latest model mondeo 1.8 lx using a duratec he engine
 
Symptoms sound like a dodgy thermostat.
Also, have you checked the coolant level?
