So taps on the same sink, but bough have leaks

on TAP 1 I took the blue cap off and unscrewed the acrew. But it wont shift! I mean the top of the tap will not come off by threading it or pulling on itYes. In both cases there will be a screw in the centre of the tap knob, holding it on (prize off the blue cover on the first tap)
With the knob removed on the second tap you can then unscrew the domed but that the shaft sticks out of
On both taps you should now have access to a valve mechanism that can be unscrewed to reveal the washer (or lack of) that will have failed
Post up more picks of the valves when you've got them out, for further advice

See if there is an isolation valve you can turn underneath each sink to shut off flow to the sole tap concerned rather than turning the house water off - one because it might take us a while to reply and two because old stopcock have a habit of starting to leak if operated after years of not being touched, and that will deliver you a new problem of having to change the stopcock
