Are these suitable as an internal block wall for fixing the wall plate to for taking the roof load.
the wall will be 1.2m on top of the existing 9" solid.

I take it this 1.2 m will also be 9" if so then would say no worries but then have no idea of your roof type ?

Slate roof, 400 centres for rafters, yes for 9 inch, the outer skin will be brick to match existing.

Yes. But use 7MN ones, as less prone to shrinkage.
