3 Gang light switch issue.

Have a 3 gang switch in utility room - 1 switch is for utility room, 1 switch works kitchen light (on a 2-way with the kitchen light switch), these are both fine.

I assume the 3rd switch is for the back door outside light, but has never worked since I moved in. I recently had the switch unscrewed for decorating, and noticed a black wire was loose in the box. I re-inserted it where it appeared to go, judging from the length and bending of the wire, but has not made any difference.

Any thoughts as to the next steps to investigate if the wiring is correct, and what to troubleshoot next re the outside light. Wiring schematic attached.

Thanks for the replies.

1 - Have swapped the bulb, no difference.
2 - Yes, inserted wire in the hole marked "1-way" on the same switch as indicated. No difference.
3 - Wiring in the outside light appears OK but will have to confirm what wires are there (if it ever stops raining).
4 - Label on the black wire appears to say L_W but is very faded. There may have been a third letter between them but cant make it out.
 
Where is the screw gone from that terminal?

L_W Live Wire?

Is there any kind of PIR device on the outside light?
