Regarding the connections in the motor
If im not mistaken, wouldnt that run the same direction as if it had been connected as normal anyway
L1 to U1
L2 to V1
L3 to W1

Yes, he should have left L2 on V1 and just swapped L1 and L3 to change direction. As it is he has simply moved all three leads to the adjacent terminals and not changed anything.
