3-port valve problem

I have a 'traditional' boiler set-up, with a seperate HW cylinder. There is a problem with the operation of the 3-port valve in that when hot water is called for, the heating also comes on. Presumebly the cause is the 3-port valve, but is it likely just to be a new actuator required, or could it be the programmer thats at fault?

It may be that a new actuator will fix it, but I suspect you will find the actual mechanical part of the valve is the culprit.
