3 Port Valve Wiring Query

What is the purpose of sending 240v to terminal 2 of the cylinder stat when using a 3 port valve?
The valve is getting its 240v direct from the programmer HW off so what is the reason for sending it to the cylinder stat too?

When the tank is hot the 3 port valve needs two live wires to divert
fully across to central heating only.
The live at the cylinder off position is sent to the 3 port when then cylinder is hot to get it to divert fully to central heating only.
