That's the claim but it's not enforceable.
If the country of first arrival is not safe, the policy cannot be enforced.
If the country of first arrival refuses to accept the returned asylum seeker, the policy cannot be enforced.
if the country of first arrival is unlikely to grant asylum, the policy cannot be enforced.

So the UK domestic policy is reliant on the cooperation of other countries, to enforce. :rolleyes:

Of course. The Convention is a UN Treaty, signed by the individual countries. It sets the core obligations of those signatories. It doea not process the applications. It expects the processing countries to respect their obligations and the Convention.

That does not affect, in any way, what I just outlined.
The UK policy of refusing to process an asylum application, if it wasn't the first country of arrival, is entirely dependent on the cooperation of other countries.
Without that cooperation UK has a choice, accommodate the applicant indefinitely (which would probably break one of the core obligations), or to process the application.
