I want to be able to control a 3Kw fan heater with an exterior thermostat. Would I need a relay or can I buy a combind stat and relay?

You will need a thermostat capable of switching at least 12.5 amps continuous, and some stats will switch up to 16 amps...so that answer is yes - but this is just my humble opinion!
You would have to exercise extreme care when wiring this project up though, for general safety - whether you use a relay or not.
