60's/70's Solid floor construction.

Bungalow built circa 1970 with solid floors throughout. Severe damp inside at floor level and lower walls. DPC visible on outer skin is level with interior floors, and well above ground level outside. What means of dampproofing of the floors was used in 60's and 70's? was a membrane used and if so what type? Also any ideas how to remedy this. I am wary of damp proofing specialists as they will try to sell a chemical DPC instead of solving the problem.

DPC my have failed or may be damaged.

any leaking gutters, over flows etc?
 
from what i remember a Polyethylene sheet full of holes placed on top of the hardcore
 
A DPM became a Reg in 1966 for a solid concrete floor. Although it was supposed to be lapped into the DPC it was often cut flush with the concrete. Labourers sometimes put the fork through it in places to let out the rainwater before concrete was placed.

Question: Has cavity wall insulation been installed? If so, this could be the cause of your problem!
