A battery in a programmer - weird, or not?

I have a Switchmaster 9000 eletronic programmer for central heating and DHW that is not working at all.

There is 240 volts going to the unit and all wiring is in place, all fuses have been checked and are working...

There is a battery in the back of the programmer that is slightly corroded - could it be this that means the whole programmer unit does not work?
 
Think this is just a battery back up on this model.

If all the wiring and fuses check out, it sounds like the programmer is dead.
