Room stat ignoring programmer

Can anyone help me out? I have a Sunvic room stat 9000 series with a Drayton programmer. Thing is, the room stat operates the central heating regardless of what the programmer is telling it. I'm guessing that the live feed to the room stat is wired up in correctly somewhere? Or could it be the wiring of the programmer to the mains???

stat should be in series with the controller
 
I think I've narrowed it to the wiring on the programmer.
If the valve was stuck it would mean that the radiators got hot even with the room stat off and hot water on surely? This is not the case.

Looking at the programmer there is no wire going to the Central Heating OFF terminal. Is this right?

This is correct.

Microswitch could be stuck but valve may still move into correct position.

Go back to jail, do not pass go, check mid pos valve.
