Skirting would throw up the same space issues as rads ie that the whole space is covered floor to ceiling in wardrobes.

Skirting would throw up the same space issues as rads ie that the whole space is covered floor to ceiling in wardrobes.
But the wardrobes will have a plinth; either make that high enough for heated skirting to run along it below the doors, or overhang the bottom of the wardrobe enough to hide tubular heaters below.
