Do you have access to a pressure washer?

If not, provided that the dirt isn't loose, (decent quality) masonry paint should be fine as is (diluting the first coat as per the instructions).

If the stuff isn't loose then you should be fine to paint over it. The pressure washer will have removed the loose stuff.

Masonry paint it. Done properly, on a firm surface, it will last for many years.
