A product called "Top Coat" to improve plaster finish?

hi, had a right bodger in to do some Plastering, lots of ripple marks etc... a friend suggested something called "Top Coat" that apparently is quite easy to apply that would make the finish smoother but I just can't find it anywhere - maybe it has another name?

Hopefully someone out there knows what I'm waffling about, any ideas?
