acl LP111 timeswitch

I have just taken over a house i intend to let in the near future, the central heating boiler is a Potterton Puma 100, the electronic time switch is a acl lifestyle LP111. I have tested the electrics and there is 240v from the fuse spur to the timer and 240v to the boiler. The problem is the boiler shows no sign of life on its control panel. The only issue i can see where there may be a problem is when i removed the timer there was no pin that on the controller that fits into Number 4 on the wall plate even though there is power to it. Question, do i need a new controller?

Should be a pin for 4.

4 is energised when heating is switched on, on programmer. Should be dead otherwise.

What happens when you put hot water on? Terminal 3 should become live, as well as pump and boiler firing up.
 
The lp 111 is a single channel timer and contact 4 is not used on
this model.

The boiler is a combi. and should fire up when a hot water tap is turned on.
If it does not then there is likely no problem with the timer.If hot water is
ok then check out the room thermostat.
