Adding 1/2 level above existing single level extension?

Our single storey extension roof is leaking, which was inevitable really given the patchwork bodge-job of a flat roof it is! We've got a leak where the soil pipe comes through, and also another smaller one in the roof latern itself.

Given the roof will need replacing, I was wondering to the possibility of replacing with a pitched roof with sky lights which would extend the rear bedroom and bathroom whilst we was at it.

Not sure if this would be advisable or allowed under permitted development? Any thoughts on this would be most appreciated.

The photo is a little old. We have solar panels now, but I don't think that would interfere with this plan.

Your PD will be assessed on the proposed bit plus the existing extension. I think you'll fail.

TBH I think it'll look daft and the bedrooms will be odd.

Just get the roof redone/repaired.
Box in the soil pipe, with a little sloping roof on it and a split flashing boot.
