Adding rads to an existing system

My current oil fired system has a mixture of 16 rads all with thermostatic valves.

we have 5 rads shut down in large rooms not being used, but not sure that by putting these on would it cause a bigger increase in oil used so increasing running costs.

Radiators are designed to provide heat loss from them. So, more rads on = more heat loss = more fuel needed to heat the water back to temperature = greater cost.

BTU (or kW) output per radiator is a reasonable starting point, which depends on the individual radiator.
