My system is currently quite clean!

When changing a large number of rads in a house to new rads is it best to run some system cleaner in the system for a few days to remove the manufacturing oils from inside the rads?

Easier to cold flush with a hose outside if you're paranoid. There shouldn't be anything nasty in the new rad's though, I don't usually bother even with the cold flush. Remember they are pressure tested in the factory with water before being sent out. Just make sure inhibitor is added before filling as it will be diluted or gone depending on how much of the system you have drained.
