Advice, I'm confused

I have a piece of wall that was recently plastered and next to it a piece that wasn't. The piece that wasn't has a white powdery coating on it. In the picture below its the bit that looks white, adjoining the door frame. The plasterer said get some easi fill and sand it up smooth.

To me it looks smooth anyway so do I need to do this?

What do you plan to do with it - paint, wall paper, what?

Feels really quite smooth and it's being painted eventually.

It's just like plaster - so it leaves a powder on your hand if you rub it. In fact is it just plaster but a white one?

When the door was put in I think they used it to fill the gaps.

May well be easifill. If you give the wall a coat of watered down Matt emulsion about 30% water then paint your desired paint onto that, same goes for the bare plaster.
