advice needed to fit new spotlights to this wiring

hi all any advice would be appreciated on how this should be wired to a new quad halogen spotlight in kitchen the live wire is a continous wire.

One of the black wires is live, the other is neutral. Do you have a multimeter or test lamp to work out which is which? The green wire is the earth wire which connects to the earth terminal on the light fitting.
