Tiles should be solid bedded, not dot & dabbed. M40 specification.
As for the paint it should all be removed. You can "get away" with removing as much as you can and priming the walls before tiling, but no manufacturer would recommend it or guarantee it.
Then again, manufacturers recommend 28 days for plaster to dry out before tiling but i've never seen a building site or a refurbishment stop for a month before letting the tilers in!!!
