i removed wallpaper in my kitchen. Under the paper is old tile adhesive that I can't remove. The adhesive is on the bottom half of the wall. Top half is swirled plaster.
What would be the cheapest labor cost to fix this:
1. Plaster swirl the bottom half
2. Wallpaper on bottom
3. Wainscot on bottom

P.S. I plan on putting a piece of moulding between the top and bottom halves.
