Advice on load bearing walls please

Hi all
OK I realise this is probably asked a lot in here so apologies in advance.

Just moved into a 1970s ex-Council house with solid block internal walls both downstairs and upstairs. Am I correct in assuming that internal walls built off floorboards, running parallel to joists but not directly on top are unlikely to be supporting walls? How about similar construction but perpendicular to the joists? The upstairs walls in question aren't built from downstairs, they start above floor level upstairs

Was quite common to have block walls upstairs in the 70's, usually 2 or 3 inch thick built off sole plates.
Shouldn't be load bearing, especially as many were being built with trussed rafters then.

Yup, they're magical levitating ones....

I meant "above" rather than "below" but maybe "at" would have been a more suitable word
