Advice required on prepping a wall for painting

I made the mistake of removing anaglypta wall paper from my hall, it was hiding a whole host of problems. Flaky paint, holes and chasing which looks more like resin than plaster. I have managed to fill, smooth and paint most areas and even if l say so myself they look great but; l cant get anything to stay on the chasing, its a weird yellow colour and is so hard that the sander doesn't even touch it.
Do l need to try and dig it out and refil or is there some magic potion which will cover it?

Have you tried digging into this stuff to see what it's like underneath, As I have come across gloss painted straight on top of filler before that sounds like this
