Air lock and slow supply of hot water to Bathroom taps

The problem of slow flow and air locking has developed over a year. The hot water tank (heated by electric element is situated at floor level in the bathroom airing cupboard and fed from an open cold water tank 4 feet above the hot water tank. Cold enters at the bottom hot exits from the top. I realise that due to the lack of height the pressure will be low but this problem was not apparent in the past. Any ideas

Install a small mains fed Unvented Cylinder. If your mains pressure is 3 bar, then the hot water outlet would also be 3 bar at 65 degrees!
Not sure about cheap as chips solutions?
