Air lock ? Frozen pipe ?

Hi Folks, can anyone help me with this problem ! We have just had an old
coal shed converted into a downstairs toilet and laundry room. There was already a hot water feed to this room so i exteneded it up in to the roof (approx 3 feet ) then along the roof ( 9 Foot) and then down into the new sink. The problem is that we do not always get any water out of this tap, I did think it may be frozen as it is the roof but it is lagged with the clip over foam stuff the whole way until it goes down into the plater board wall.
The pipe does run above the supply to the boiler so is the highest point of the hot water run in the house. The pipe is feed directly off the combi boiler (it has only happened this week while it is cold and last time fixed itself ! ) Any thoughts ? Thanks

It must be frozen as it does not matterif the hot water pipe is above the boiler as it is mains waterthat goes through it......sounds like u need to lag those pipes in the loft!! :!:
