Air Vent question

I am looking to buy a flat but have just noticed an air vent in the lounge area on a photograph I took. Could this be to prevent damp? If I was to have it filled in to prevent freezing to death in the winter would it have a detrimental affect to the flat? Picture attached.

It could well have been there because of a gas or other fire.

Any sign of a redundant hearth/ chinmey brest
