I've dug out the old railing stubs which were set in lead. I need advice on which adhesive to use to fix the 20mm round bar into the holes in the stone The holes are approx 25mm across and 25mm deep.

Struggling with this myself. How did you dig the old stubs out?
good luck
I've got old stubs out easily by heating the iron so much that the lead melts, just heat the stub with a decent hot flame from a welding torch.
