An old looking timer

I still don't really understand, why the meter was moving faster at 5pm than it was at 3pm? (Only the immersion and storage heaters are connected to the bottom meter, so it's not another appliance) Should I be able to leave the heater on all day and it only heat up during the times set by the timer?
the thermostats inside the units, will turn on and off throughout the on times, so the meter may be faster at sometime.
Check the neon on the water heater when you expect the timer to be off. It sounds like it is stuck on.
