Another chipboard t&g query

Due to seepage from an undetected long-term leak (under vinyl floor covering), a big chunk of my t&g chipboard floor has disintegrated.

When I started to rip it up, I discovered that there is polystyrene underneath which is covered by a clear plastic membrane, so I take it this all sits on concrete.

The chipboard just seems to sit on top of the polystyrene without being fixed in any way. A partitioning wall seems to sit on the floorboards, rather than the boards butting up to it.

I've read advice about using a circular saw to cut out old boards, set 1mm shallower than board thickness.

1) Any advice gratefully received.

2) When repaired, can I lay ceramic tiles on this type of floor (using a flexible adhesive and grout), as it seems to have a little bit of 'spring' all over?

Yes, cut out and replace the board in the way you suggested, using no-nails to join the new board to the old along the edges.
No, you can't tile on top of this type of floor because of the 'spring' you mentioned. You'd really need to take it up and start again with 1" to 1 1/4" plywood screwed to battens, screwed to the floor. Then, you'd need to look at your breach of the membrane/dpc. Not a beginner's DIY job, really.
I'd go for the click-lock type flooring that looks like tiles. Can be very effective. ;)
