Anybody know what these bubbles on ceiling are?

Hi all
I am putting an offer in on a house tomorrow (it has went to a closing date).

My only issue is I noticed these bubbles on part of the ceiling. I am very wary of buying a house with any damp issues due to previous experience so I'm just wanting to make sure it's not a damp issue. As I said it is only inn1 specific area of 1 room.

The paint has not adhered to the base surface, this can happen for number of reason.
*Bad or incorrect prep
*Moisture trapped
*Mixture of paint types
*Unclean surface painted over
Are some
*Plus moisture ingress from above and room humidity.

Cheers for the reply. That's useful info. Would the fact it's only in 1 area of 1 room lead u to suspect any particular cause? From what u have said and the fact it's in a bedroom makes me suspect it may be water ingress from the attic
