It's using a pneumatic pump attached to a lump of metal, to punch a hole through the ground rather than having it dig a trench to run the services. Once the mole has gone through, you disconnect it from the pump, and then use the rubber tubing to then pull through the new pipe. Mostly used for water services. The drawback is that it can be knocked off course by bricks and rocks in it's path, and you normally need to dig an intermediate hole to make sure it's going in the right direction. Apparently, you can hire them nowadays.
