Quite so.
I would add that, in practice, I suppose that some DNOs might possibly attempt to 'enforce' this daft rule we are discussing at the time of providing a new supply (e.g. to a new-build), I would suspect that the chances of any DNO attempting to 'enforce' it at any other time would be close to zero - not least because, even if the organisations are 'corporately daft', most of those who work for them probably understand enough about basic electrical principles to 'be sensible'!
