It doesn't necessarily. The issue with mrcrow's flex wasn't that it was flex, it was that it had no earth conductor.

That 13A plug will need a 3amp fuse in it, if youare going to use 1mm² cable etc..

i did use it for loft lighting wiring which wasnt fixed either just looped over a couple of roof trusses...it also was connected by a plug to a wall socket in the hall and removed after use
