Are non opener top lights meant to be hinged and openable?

Hi, we have just had some windows delivered for 2 x 5 set bays. They have yet to be fitted. I have noticed something which I think strange. We have ordered two top openers in each set, however ALL the top openers have hinges and actually open! Only the designated two in each set have handles but they are all hinged and all can open. Is this normal? Do they seal them before putting in the glass? If so why would they bother going to the expense of putting in hinges etc?
Or is this just a screw-up by the window company?

Its a case of the manufacturers fitting the hinges to keep the sashes straight and inline with each other, if they haven't been routered out to take a handle then the fitters will just pull them closed and screw through sideways into the frame, the rubber gasket will be enough of a seal.

Did you ask for dummy sashes though for the non openers or have they took it upon themselves to fit them?
 
The problem with opening casements instead of fixed lights is the increase in thickness of the frame.

OK, the fitters can not fit a handle so that they effectively become non-operable, but plastic bay frames are wide enough as it is, so the issue would be what do they actually look like and is this acceptable - do the frames need to line up vertically in terms of thickness?
