They probably recommended a new boiler as fixing this is not viable in their opinions, as for the pump totally stopping mid flow plumber is right this is not what should happen and pump should carry on for a few mins.
I have just seen one tht is cycling and have recommended a boiler change as the condition of it is such that it could be one problem after another and will not be money well spent , but mine is for a landlord.
