Artex or textured paint?

Hi all
I know this has been discussed before and the consensus is to send a sample for testing.
I was wondering if you could cast an eye over the pictures and tell me what you think.
Theres an outer layer of textured wallpaper that peels off easily and then there's another thin textured layer that scrapes off in small dry fragments, leaving the plaster underneath. Is second layer more likely textured paint?
Background: the house was built in the 1970s and has thicker artex type material in the hallways. This is for a nursery room renovation.

Hi did you find out if it's artex or paint? I'm in the same situation.
 
Not really. The textured paint / artex wouldn't scrape off so we ended up getting the entire room skimmed anyway.
