Is this textured wallpaper?

Just found a crack chipped it back and found this looks like a layer of bonding and plaster then some textured wallpaper. Do I just skim over this bit or do I just take it all off it's coming off fairly easy and use this plaster underneath to paint.
Any suggestions please

if it's easy to come off now, it will come off later. So remove it.
