Awkward toilet seat fixing

Can anyone offer and guidance on this type of fixing and the removal of it? Presuming it has a protective cap, it is like the protective cap has been glued on, just will not budge. Not seen a fixing like this before. If it has fused together any guidance would be really appreciated? Thank you.

No.1 Clean the toilet.
No2. undo the Allen screw/bolts.

Not my toilet! :/ I took the little screws off the front but that wouldn’t budge it. The fixing is very corroded too and couldn’t see anything like an Allen screw, is it on the top of the fixing?

Take the screws out, spray wd40 under the chrome fixing and it should lift off. Also spray wd40 into the screw hole once the screw is removed.

Failing that take a hacksaw to it.

Sadly not, it’s a top fix hinge!
