To be honest, as a HA tenant, I think this probably as good as it is going to get. At least it is functional and stable now but agree, it isn't a high end job. I will have to get their handy man to fill the plaster on the wall and pay for things like screw caps myself. They do the least they can for the least amount of money which can often end up being a false economy.

Or use unskilled, unqualified labour, cheap labour to save money. Doing the job right first time, is often cheaper in the long term.

I know someone who worked for a HA , had zero skills and rushed around bodging jobs to spend afternoon in the pub.
For a flexible paintable filler that doesn’t need an applicator gun, search for “Everbuild Easi Squeeze Flexible Decorators Filler”.
It’s not widely available, but I’ve seen it (and other easi-squeeze non-gun products) in my local independent bargain store.
Note it doesn’t actually say “easi squeeze” on the tube, at least not prominently. But that’s what you need to search for to find it online.

If you mean steel, brass plated, they are unlikely to last any longer than plain steel. Best, is stainless steel, though they are a bit softer, so you have to always drill a pilot hole, to avoid snapping them.
No, BRASS and usually chromium plated. Not much point in using crap steel which will rapidly corrode, expand and then split the pan base.
I know exactly what I typed and what I meant. I was using 2" x No12 brass screws with a hemp gromet cushion to secure pans well over 60yrs ago.
Though not what you said, you said 'brass plated', which suggested 'covered in brass'. Rather than brass, chrome plated.
